Can juniors who transfer to a 4 year university from a community college rush and join a fraternity?

Im attending a community college and im going to transfer to a 4 year college next year. I want to rush a fraternity but since im going to be a junior can i do that? the coleges im most likely going to attend are UCSB, UCSD, CSULB and ASU.
